In Illinois, many adults with developmental, intellectual, or physical disabilities live in places called Community Integrated Living Arrangements, or CILAs. These are homes or apartments in the community where individuals can live with support from staff, rather than in large institutions. They are also known as group homes. The goal of a CILA is to give people more independence and a better quality of life while still providing the help they need with daily living, medication, transportation, and other support.

CILAs can be a good option for many adults with disabilities. But sadly, not all residents are treated with the care and dignity they deserve. Abuse and neglect does happen in these settings, sometimes at the hands of the very staff who are supposed to protect and support residents.

Abuse and Neglect in CILAs 

Abuse and neglect in a CILA can take many forms. Sometimes it is physical harm. Other times it is emotional abuse, financial exploitation, or simply failing to provide basic needs like food, hygiene, or medical care. Here are some examples of what abuse or neglect might look like:

  • Physical abuse: Hitting, slapping, shoving, or using unnecessary force on a resident.
  • Sexual abuse: Any unwanted sexual contact, or taking advantage of someone who cannot give consent.
  • Neglect: Failing to give medications, not helping with personal hygiene, or ignoring medical conditions.
  • Financial exploitation: Stealing money from a resident, pressuring them to sign checks, or misusing their benefits.

Even one incident of abuse or neglect is too many. Unfortunately, due to disabilities, some residents may have difficulty communicating what’s happening or they may be afraid to speak up. Other times they are being harmed by fellow residents and the staff ignores it.

Warning Signs of Abuse or Neglect in a CILA

As a family member or friend, you may be the first line of defense. It’s important to know the signs that something could be wrong. If you notice any of the following red flags, take them seriously:

  • Unexplained injuries: Bruises, cuts, burns, or broken bones that no one can clearly explain.
  • Changes in behavior: Sudden fear, anxiety, depression, withdrawal, or aggression.
  • Poor hygiene: Dirty clothes, bad smells, bedsores, or signs the resident is not being bathed or cared for properly.
  • Weight loss or malnutrition: A resident appearing thinner, weak, or always hungry.
  • Missing personal items or money: Belongings disappearing or unexplained changes in finances.
  • Fear of certain staff: If your loved one seems scared or uneasy around certain caregivers, it could be a sign of mistreatment.

Trust your instincts. If something doesn’t seem right, it probably isn’t. First, make sure your loved one is safe. If there is an immediate danger, call 911. Then consider hiring an attorney.
